Many evaluators have faced resistance from program stakeholders at some point or another. In this article, featured in Canadian Government Executive Magazine (May-June 2018), authors Marie-Hélène L’Heureux, Steve Jacob and Pernelle Smits make the case for understanding resistance and where it comes from. They delve into the individual and contextual factors that can lead to resistance, and the stages of an evaluation where it can arise. The authors also offer some guiding principles, such as the value of trusting relationships, to help evaluators generate greater buy-in and navigate resistance head on.
